The TAP Waiver and Appeals Process

One-Time TAP Waiver

Students can receive a one-time waiver of the good academic standing requirement specified in TAP regulations as of 1981 and amended in 1996. However, the waiver is not automatic. It may only be granted in extraordinary or unusual circumstances beyond the student’s control, and with reasonable expectation that the student will meet future requirements. If a one-time waiver is granted, it becomes part of the student’s NYS financial aid record. 

To request a one-time waiver, students must:

  • Speak to a TAP Counselor in the Financial Aid Office
  • Submit a completed TAP waiver appeal with supporting documentation either online or in person to the Financial Aid Office, Room U-201

C Average Requirement

Students who have received the equivalent of two or more years of NYS aid must have at least a C average (cumulative GPA of at least 2.0) to maintain state aid eligibility. 

If you attended Kingsborough Community College in prior years and have been readmitted, your cumulative GPA will be based on all previous grades at KBCC.  

Students who are denied a NYS award payment for failing to achieve the required C average can regain their eligibility by completing appropriate coursework, without state aid, to achieve at least a C average. 

Waiver of the C Average Requirement 

The C average requirement may be waived if:

  • There is a death of a student's immediate family member
  • The student suffers a personal illness or injury or;
  • Another extenuating circumstance that caused undue hardship for the student

To request a C Average waiver, students must:

  • Speak to a TAP Counselor in the Financial Aid Office
  • Submit a completed TAP waiver appeal with supporting documentation either online or in person to the Financial Aid Office, Room U-201
